Report on January meetings of the Global Dossier Task Force and the Industry Consultation Group

On January 15 and 16, 2019, AIPLA participated in meetings of the IP5 Industry, the Global Dossier Task Force (GDTF), and the Industry Consultation Group (ICG) hosted by the European Patent Office in The Hague.  AIPLA was represented by Jonathan Osha, board liaison to the AIPLA Harmonization Committee.

IP5 Industry met on January 15 to continue discussions on cooperation and work-sharing, and also to finalize preparations for the GDTF and ICG meetings with the IP5 Offices the following day.  IP5 Industry is made up of AIPLA, the Intellectual Property Owners Association (IPO), the Japan Intellectual Property Association (JIPA), Business Europe (BE), the Korea Intellectual Property Association (KINPA) and the Patent Protection Association of China (PPAC).

The GDTF and ICG meetings on January 16 were attended by IP5 Industry and representatives from the Japan Patent Office (JPO), the European Patent Office (EPO), the Korea Intellectual Property Office (KIPO), the China Intellectual Property Office (CNIPA), and the World Intellectual Property Organization (WIPO, as an observer).   The GDTF agenda included a discussion of feedback from Industry on the current Global Dossier services and an update from the IP5 Offices on the status of the five Global Dossier priorities (alerting, XMLization, applicant name standardization, legal status, and inter-office document sharing).  The ICG agenda included a report on the outcome of the IP5 round table on Artificial Intelligence and an update on progress on the Patent Harmonization Expert Panel (PHEP) topics (unity of invention, citation of prior art, and written description/sufficiency of disclosure).  The meeting concluded with a discussion of the future work of the IP5 PHEP.  The official account of the GDTF and ICG meetings are available here https://www.fiveipoffices.org/industry-consultation/GDTF/GDTF2019.html and here https://www.fiveipoffices.org/industry-consultation/ICG/icg2019.html.

The IP5 Offices define their vision for cooperation as:

The regular consultations with IP5 Industry provide an important sounding board and source of user input toward these efforts.
